The structure owner, Rail Infrastructure Corporation (RIC) and the train operators are different companies. RIC uses the system to control damage to the track and the operators use it to plan maintenance and to manage risk.

The Metro systems were initially installed because of a vertical-split-head rail problem and they check all train traffic entering the Sydney metropolitan area.These four systems record an average of 480 trains a day of which 80% is commuter and passenger traffic. Freight traffic includes road-railers, double stacked and close couple sets.

The data from these sites is stored in database on Servers and is used by RIC on their LAN based Workstations. Exceptional traffic is forwarded to the train controllers directly. The rolling-stock owners access the information over a WEB Server. The WEB server data is viewed by user-type where each user is authorised to access only their vehicles.
